Approval (in Germany):
With TÜV parts certificate.
The installation of the risers and the used handlebar must be approved by an inspection at TÜV, Dekra, GTÜ, etc.
Their certificate must then be carried as proof, similar to a general operating permit (ABE), when driving.
At the next opportunity (registration, deregistration, or re-registration), it should be included in the vehicle documents.
For vehicles not listed in the parts certificate, approval may need to be obtained through an individual inspection.
