Approval (in Germany):
With TÜV parts certificate.
The installation of the risers and the used handlebar must be approved by an inspection at TÜV, Dekra, GTÜ, etc.
Their certificate must then be carried as proof during the ride, similar to an ABE.
At the next opportunity (registration, deregistration, or re-registration), it should be recorded in the vehicle documents.
For vehicles not listed in the parts certificate, approval may need to be obtained through an individual acceptance.
